I requested for CAIPS notes on Sept 30 and still waiting for it. I applied under privacy act without paying anything as I am living in Canada as a student.
Is it a good idea to apply again ? I am desperate to know the situation of my file as it´s been more than 5 months since I did medicals.

If I understood correct, you don´t have to pay if you are present in Canada and request under Access to privacy act.
Please correct me if this is wrong

"Fee $5.00, (only for an Access to information request) ? cheque or money order made payable to the Receiver General for Canada".
But I think when you apply for CAIPS, you have to do so under the Access to Information Act. Also, is this a sponsorship case? In Canada, or outside Canada? That also makes a difference
