can I apply to country of nationality?

Subject: can I apply to country of nationality?
  Hi,

I have been residing in the US for the past 2 years, but wish to submit my application for permanent residence to Sri Lanka (my country of nationality) as I will be leaving the US shortly. Is this an option?

R(11) of the Immigration and Refugee Protection Act determines the place where an application for a permanent resident visa may be submitted.
R11(1) states that an application for a permanent resident visa must be made to the immigration office that serves the country where the applicant is residing, if the applicant has been lawfully admitted to that country for a period of at least one year
or
the applicant?s country of nationality (if the applicant is stateless, their country of habitual residence other than a country in which they are residing without having been lawfully admitted).

Does this mean that if you have been living somehwere for over 1 year you HAVE TO apply to the Canadian consulate serving that country, and only if this is not an option can you apply to the embassy in your country of nationality? Or do you have both options?

Thanks a lot for any help with this - the law seems rather ambiguous.

I read this as saying you have a choice.

You have a choice. They also say it is preferred if you apply from your country of nationality. So you are good to go!

Thanks for your replies. I guess I was confused because the website of the Canadian High Commission in Colombo states:

IMPORTANT Persons residing outside of Sri Lanka and The Maldives may not submit applications for permanent resident visas at the Canadian High Commission in Colombo. View the List of Countries and Corresponding Canadian Visa Offices on the CIC web site to find the embassy that serves your country of residency.

However the page links to another page which also states: "You must apply in your country of residence, your country of nationality or the country where you have been legally admitted for at least one year" - which seems pretty clear that both options are available....
