is there possible that, cic doesn´t bother to ask IELTS, but take away your point, and don´t even let you know???

CIC gives you a very specific choice. Send clear marks for IELTS or given them written verification of your language proficiency and take your chances with what the immigration officer assigns you.

Has nothing to do with taking away points- but assigning points based on your ´unscored´ submissions. If you have way more points than you need, it is not a concern. If you are needing full marks for language to get your 67... you are playing Russian Roulette.

If you havent done your IELTS and they feel that your language ability is not what you claim then yes they can deduct points. It is really upto the discretion of the officer reviewing your case.

If? Then the officer will?
material submitted satisfies
officer that the applicant has
proficiency levels claimed
? award language points for the proficiency levels claimed,
according to the chart provided in Section 10.3;
material submitted satisfies
officer that the applicant has
demonstrated language
proficiency of at least
Benchmark level "4" but not the
proficiency levels claimed
? inform the applicant in writing that they have not
demonstrated compliance with the Benchmarks at the levels
claimed.
? offer the applicant the opportunity to undergo and submit
results of a designated language test within a certain time
period.
If the designated test option is not pursued by the applicant:
? inform the applicant that they have satisfied the officer of
some language proficiency but have not demonstrated
compliance with the Benchmarks for the levels they have
claimed and award the maximum points that are appropriate
for the submission.
