what?!?!?!
uhm.. never heard of that.. where did you read this? Canada immigration should be the same throughout with the exception of Quebec which has it´s own set of rules.
please see www.cic.gc.ca there are no special exceptions for Manitoba... only Quebec.

Yes, under the general stream, you need at least two friends or distant relatives to sponsor you for to be nominated to the manitoba prov nominee program. they cannot be two adults living in the same household.
