If a US citizen marries a Canadian and then he moves to Canada, can he work and what are the stipulations?

An American Citizen can only work after they receive employment authorization. It takes 8 months or more for the initial stage of the application to be approved with will include work authorization. When your wife submits the sponsorship application a request for an open work permit should also be submitted with the application. Once you receive the approval and the open work permit you can start working.

Also, the American citizen has to apply for Permanent Residence to live and enjoy the benefits in Canada.

the best option in my opinion is to apply for PR, it usually takes ~6 months, after landing you would be a PR and have the right to work.
you can apply for a work permit of course but only if you have a job offer, in this case you can obtain it within 1-2 months, otherwise just wait for you PR application
