I asked Buffalo about adding my spouse to the existing application and I got answer - Contact LA
Can anybody tell me what LA is?

Have you been asked to appear for an interview in LA?
Has your file been transfered to LA?
If yes then all your correspondence will be with LA now and they will issue your visa. Buffalo will not have any information regarding your case
Send LA a letter requesting them to add your spouse to your existing application. Alongwith the letter send the following information about your spouse.
1) Updated second page of Application for Permanent Residence IMM 0008,
2) Updated Additional Family Information IMM 5406,
3) Your spouse?s Schedule 1 and IMM 5406
4) Your spouse?s birth certificates,
5) Marriage certificate,
6) Spouse?s education documents,
7) Photos
8) Application fee in the amount of CAD 550 for spouse
9) Copy of passport
10) Police clearance certificate (PCC)
Send the information as soon as possible. If it will take you some time to get the PCC then dont wait for it - you can always send it later on.
