| Subject: can I claim my PR without landing |

can I claim the PR without going to (landing) canada? meaning can I claim my PR from the consulate/embassy? or do I must go /land in canada ?can I do it (the landing) later?
the thing is I am not ready to move now. I will next year. I am just trying to safe some money by not going to Canada, stay in hotel several days, then go back to my country. I want to do it all at once, next year

You can not claim PR without actually land in Canada.
