What is the Right Of Permanent Residence?
The is RPRF paid to obtain permanent residence in Canada and is a partial compensation for the benefits and privileges permanent resident status confers. It is to be paid by any person 22 years of age or over who is granted permanent residence in Canada. The Right Of Permanent Residence Fee is fully refundable if for any reason the applicant or an accompanying dependent does not land in Canada as permanent resident.
now does that mean the person immigrating to canada MUST be over 22, even if married to obtain the ROPR?

the ROPR has to be paid, it is a FEE. From what you wrote it seems that you understood that you´ll get the money!!!
in Absurdistan it might sound logic to reveive money from CIC in order to give them the privilege of issuing the PR visa. Not here!

You don´t have to be over 22 to immigrate. As the principal applicant you pay $975 landing fee plus the 475. and there are other fees for others if they are under 22 years of age. ($150)
