CAIPS notes ambiguity

Subject: CAIPS notes ambiguity
  Hi. Currently, I am an international student in Canada.
Here is a brielf low-down of my situation:

Applied for PR in Buffalo in Nov 2003
Application processing was started on Jan 21, 2004
Received notice of interview waiver, RPRF, and medical exam on Feb 02, 2005
Submitted RPRF, proof of funds, medicals, etc on Feb 23, 2005
Received notice of ´security interview´ on Sep 22, 2005 (I´m Iranian!)
Received copy of CAIPS notes on Sep 30, 2005
Did security interview in Buffalo on Nov 22, 2005 (the interviewer said he didn´t have any concerns whatsoever)

Here is my problem. I´m looking at the last entry in my CAIPS notes (Sep 2005), and it has:
BDEC: 0
OREQ: 0
SELDEC: 4
FINDEC: 0
MEDDEC: 0
PSDEC:1

I don´t get this. I sent them my medicals in Feb 2005, yet my MEDDEC is still 0! Does anyone have any idea why this may be? The CAIPS notes does acknowledge that they have received my proof of funds, but FINDEC still shows 0 as well! Does anyone know how long it generally takes to get the PR after the interview? I´m considering sending a new CAIPS request in the next two weeks or so. Any advice on that? Is it a bad idea to request two CAIPS notes in 3-4 months? I´m getting quite frustrated by this situation. I´d really appreciate some advice.

My advise would be you can apply for CAIPS as much as you want. I just got my CAIPS codes a week back, but I am going to apply for another in a week because my BF´D is 1st of January.

I need a help, there are 6 places or all the places we see the main codes

BDEC: 0
OREQ: 0
SELDEC: 4
FINDEC: 0
MEDDEC: 0
PSDEC:1


which do we have to consider, the one in the first page or last page?

Don´t worry, just wait a little bit, new year will change things, I hope.
It seems that CIC does the medical assesment on the lass stage of the process, until backgroundchecking is complete it´s not official, even thought they could possibly get it some time ago. That´s my understanding.
My husband (Principal Applicant) and I are both graduate students, applied in Oct 2003, had our medicals in sept 2004, and even thought medicals are M01 for both of us, MEDDEC is still be 0 (backgroung checking is going on).
Suggestion: order new CAIPs at the beginning of the year, you´ll see.
