Approximately 16 months with Arranged Employment (including HRSDC´s confirmation process); give or take 12 months (depending on a multitude of variables).

It may change with visa post (in reply to: Arrange for employment)
See posting from Kuala Lumpur Office noting that work permit can be issued in 28 days!

Study Permit / Work Permit Applications
This office attempts to maintain a processing standard of 28 days, that is most cases are to be finalized within 28 days. However an application for a study or work permit is usually reviewed by the Visa Section within 48 hours of receipt. If no medical examination, interview or additional documents are required, the visa may be issued at that time. If only a medical examination is required, a study or work permit may be issued as quickly as 2 weeks after receipt of an application. Note that anyone staying in Canada for a period of 6 months or more is required to

submit for a medical exam before a visa is issued. A medical exam may be required of individuals going for less than six months under special circumstances - a representative from the Canadian High Commission will advise you if it is applicable. Processing times may be longer for cases where an interview is required, where additional documentation is requested or where verification of documents is indicated.
