Subject: in-canada for parent
My parent who has a visitor visa is developing a disabling disease
and cannot live alone in India.
If she comes to canada as a visitor , what are the chances that
she will qualify for in-canada approval of the family class immigrant visa petition filed by me ,a PR?

Zero. You have to sponsor a parent from outside Canada, inland is only for common-law and spouses.

Furthermore, if they have a disabling disease they might be a large burden on the Canadian medical system so I would think that they would be denied the family visa on this grounds even if you applied outside. If they can´t contribute anything to the Canadian way of life, I don´t see why they should be accepted. Harsh, sorry, but true!

to add to your problems, the numbers of applications for parents being brought to Canada is much greater than Canada is allowing annually. This is meaning very long waits.

Given the above information and what I have added, I would encourage you to plan some options that would provide care and support for your parent in their home country. This will likely be the situation you are facing.
