If there is someone in your US address, then it should not be a problem. You can send your passport directly to CIC Buffalo upon receiveing your PPR and have your friend in your US address send your passport back to you after passport is returned from Buffalo.

Yes, there is a time limit mentioned in the PPR for submitting your PP for stamping. It is usually around 10 weeks from the date of issue of your PPR. However, it is based on what I have observed and may nothold true in your case. I am also not sure if you can request for extending this deadline. It is better if you ask CIC about this directly.

In my opinion, it is not advisable to ship your passport via courier/mail across international borders. In fact, it might even be illegal depending on your country of citizenship.

I agree. Do not ship passports across borders. It´s illegal and most likely Fedex/UPS will refuse the package and passport does show up on mail scans.
