In every civilized and democratic country rules don´t chanche retroactively. tey don´t because it´ll put people in the middle of the process (any process) in disadvantage, and this means going against democracy principles.
If some one gets a rejection letter (I hope no body) it will certainly be because they didn´t comply with the rules effective at the time they filed their application, and not because they didn´t comply with the new rules. New rules are for new applications.
