This definitely is quite unique to me, but a logical guess would be, the bus guys will not drive away without you, since you have paid a fare all the way till Niagara. Good luck, and keep us posted on your experience.

I take the bus often from toronto to go to the US and come back. One instance where I know for sure that they will not wait is if you do not have a temporary visa to enter canada. The driver checks everybody´s ppt at the last bus-stop in the US before you enter Canada seeing if you have a valid visa to enter Canada.
If you have just the PR stamp on your passport and do NOT have the PR card or a temporary visa, as far as the bus driver is concerned you are basically without any visa to enter Canada and he makes you get down at Buffalo or Niagara Falls, US. If you have a temporary Canadian visa, the bus driver allows you to continue.

In other words, you need a temporary visa to use the bus to enter Canada from the US.
I do not know, if you can have a temporary visa and a PR stamp (minus PR card) at the same time. Does Buffalo invalidate any temp visa when you send the ppt for PR stamp? Assuming they do no and you can have a valid temp visa and the PR stamp, the driver will at least not throw you out of the bus in the US. I do not know if he/she will ALWAYS wait for an inordinately long time at the border. In all my trips, the drivers have always waited even if there has been some hassle with the visa. But I have never seen someone land using the bus. Couple of people attempt everytime w/o a temp visa and they have always been thrown out.
