If I apply for a work permit when my PR application is in process, is that considered as dual intent?

Yes, it is dual intent. I am on a work permit in Canada and my immigration is in process. So, you should be ok. As long as you let them know when you apply for work permit that you have a PR application. I think there is a question that relates to that on the 1st page of the application for work permit.
