Subject: how long does the process take?
  Here is my situation.
I am an International student in USA graduated last year. My current USA visa will be expried on next Feb. when I have to go back to my country.

I am not sure if it would be smart sending the Canadian PR application now or should I wait till I go back home and then process everything? If I choose to do that now and the process takes longer than next Feb., where will I be interviewed?

Any comment is welcome.
thanks

It is better to submit your application once you go home in your country of origin. Being interviewed or not is solely based on how you prepare your application and the visa officer´s assessment. Sorry but nobody here can predict how long will your application be finalized. Even your superpowers cannot expedite the processing.

It is better to apply form USA(2 YEARS),instead of India(4 YEARS).
