Is it true that once you have given a PR visa, it will valid to 60 days only? I heard this from a friend whose friend was stamped a PR visa with 60 day validity date.

No it´s not true. It is valid one year based on the date of medicals or the expiration of passport- whichever comes first. In short if passport expires in 3 months then that is also the validity period of the visa even if medicals will expire yet in 12 months.
