seasonal residents during application

Subject: seasonal residents during application
My partner and I (US citizens) received our initial acceptance and are now on to the medical exam phase of the process. My question concerns a rough encounter on reentering Canada a few days ago.

Here´s some background:
We bought a condo in Canada as an investment, or as a future home, if accepted. We still have a home in the states but have intentionally left our jobs a month ago for a chosen sabbatical. Eventually, we will end up in Canada or the US depending on the outcome of the application. We came to Canada in January and have travelled in and out a few times with no problem until a few days ago. Some boxes made it through customs as "seasonal residents" after explaining fully that we were in application for residency. Are we not allowed to be in Canada for the typical six month period. And if we do cross the border and wish to return, what documents should we have? If the process is unfinished when the six months are up, we were planning to return to the states. Can someone help clarify this for us. Thanks. -joe
