Please dont try to avoid IELTS. It is the only sure shot way to get the max points in English.

You can submit your application without the IELTS by writing an English proficiency letter and then it is up to the Canadian officials to accept your application. They recently turned down the application of my friend and told him to submit the application with IELTS.

Hey you are an Engineer, have a masters degree and are pursuing Phd so cant you handle a simple exam in English.

the whole point of language testing is to show if you have enough command of english to survive in Canada. That is why language is worth almost 20% of your total points. All the education in the world will not help you if you cannot speak the language. If you want to come with no language skills be prepared to wash dishes, clean office buildings or maybe drive a taxi.

Imran,
If you can take it I would suggest you take it. I did not take it and wrote an explanation letter saying I was taught in English medium schools and etc. A smaple of this letter can be found by searching this forum. I also attached differnt documents (high school, higher sceondary, college grad school, toefl, gre and tons of letters from my previous employers explaining my communication skills to prove. The reason I did this was I did not have enough time to take IELTS. I had an interview in a month and no dates were available. But i went thru the interview and and spoke effectively and confidently. I think that tilted in my favour. But I would advise you to take the IELTS to avoid raising this question
