I learned that Jan.05 Applications with Mar.05 AORs are getting their transfer letter or IA?

I have a similar timeline. Applied end of March and AOR is early April, 2005.
E-mail from Buffalo: The processing takes "Up to 52 weeks from the date of Application" - a year.
So, you will get your IA by end of this month.
Mine will be end of March

I think we have similar timelines:
app march 29, 05
aor april 11, 05
I received the same 52 weeks email so end of march for us for ia/transfer letter

What´s a transfer letter? this is something new Im hearing about. Could someone please explain? and is the 52weeks after the AOR date or the application received date?
