Will I get additional points if i send AEO without hrsdc approval or will it make process faster, I am in Canada applicant

I thought that Arranged Employment opinion was exactly what you need in order to score employment points on your application. The approval/confirmation process is for those who want to apply for a work permit. Now I don´t know whether submitting AEO will speed up the PR application process or not, I submitted mine when I got my work permit (after IA though) and I am still waiting for my PPR.
On the other hand, a friend of mine who applied to Moscow with AOE got his case finalized in less than a year in an office where the usual wait time is about four years. I guess it depends on the office too.

If you are applying to Buffalo AEO doesn´t make a difference, I dont think so anyway. I´ve been waiting 13 months with just an IELTS request so far. No IA no nothing. But to answer your first question, you dont get points if you dont have HRSDC confirmation.
