I believe that you are able to submit an application for permanent residence to a visa office outside Canada, even if you have illegal status. You´ll have to apply to the visa office responsible for your country of residency, you´d have to check with someone from immigration as to which office that would be. I know for a fact that you wouldn´t be able to apply from within Canada, because you have to maintain legal status in order to do that.
However, I´m not sure how having illegal status would affect an application made outside of Canada. You may want to contact an immigration consultant/lawyer or talk to someone with Citizenship and Immigration to see if it will.
