Average time to process Skilled Workers immigration between
July 2003 to June 2004:

Processing Times at Individual Visa Offices in Paris

30% of cases finalized in: 5 months
50% of cases finalized in: 7 months
70% of cases finalized in: 9 months
80% of cases finalized in:11 months

Processing Times at Individual Visa Offices in Delhi

30% of cases finalized in: 26 months
50% of cases finalized in: 30 months
70% of cases finalized in: 42 months
80% of cases finalized in: 47 months

Above information taken from http://www.cic.gc.ca/english/department/times-int/2003-Q3/02-skilled.html

Now as you can see it is much faster to get immigration from Paris. BUT if in future your case is delayed (for some reason) and you are called for an interview but you have gone back to India then it is your responsibility to come back in France and appear for the interview (with your spouse if you have one).

So if you think that you can go back to France in future without any problem then apply from Paris as soon as possible.

Another problem that potential immigrants face is that when applying for immigration you will be providing an address for correspondence. I have read about a lot of applicants loosing their correspondence from Canadian embassy because it was sent to the original correspondence address rather than the updated address. This can considerably delay your application.

Also if you go back to India and they approve your application and ask for your passport for stamping you will have to find a way to mail them to Paris. As far as I know it is illegal to mail passport out of India. You will have to find an alternative for that.

My advise if it is possible to extend your stay in Paris till your PR is approved then you will not have to face any problems mentioned above. Keep in mind that you can not transfer your file to New Delhi in future. You will have to make a fresh application in New Delhi.

It is never a good idea to shop around for fastest times.Processing time is mainly influenced by the security/background check they do, and being an Indian citizen, it will probably take as long in Paris as in New Dehli, if not longer.
