Subject: police clearance
  As I have lived in several cities over the past 10 years and as per requirement, I need to obtain police clearance certificates for every city that I lived in, do I need to submit these police certificates at the time I filed the PR application, or can I submit these police clearance later as I receive them.

I think u need to submit PCC for the countries( not cities) you lived in for more than six months since the age of 18 years. You can submit them in the second stage ...when they send you the papers for medical....you can send it back together with medical and other stuff.

Yes Mr.Ong, wait for them to ask for the certifiate from several countries. Also the police might want a letter from embassy to show the purpose.
