my timeline is as follows..
i have my AOR from march 2005, adn recently i got the famous transfer letter stating my file was transferred to detroit.
i would like to knwo when i have to pay my ROLF ???
when can i pay it..?
can i pay it online..??

1.Anytime before or on getting passport request.
2.cant pay online if u r in canada.

you can pay them anytime but it would save you some time if you pay them before they request you to do so, and they request only after everything is complete including medicals and background checks.
