i am preparing to fill out forms. My wife is in third(last) of college. Her final exams are in march. What should I select for level of education and years of formal education? Can I claim 4 points for spouse education. She will receive her diploma in may/june/july. I am claiming 1 point for french reading at basic level so in the form (imm008) what should I select for question, can you communicate in french?

Nope. Not until she graduates. Don´t write anything on the form that is not correct. If you do, they are most likely going to ask for certificates which you shall not get until maybe summer of this year.
However you can assume the points which they will most likely give. This is information you should mention in your application (i.e. by mentioning finishing by MM/YYYY).
For French mention speak - Basic (assuming you cannot read/write in French).
