Can i apply for 2 application both for quebec & federal canada, well i have already applied for federal canada on dec05, now what if i put my quebec application

No. Only 1 application.
If you think you can qualify for Quebec, my suggestion is to apply for that first. It is going to be faster processing.

Yes you can, simply send an application to SIQ toward CSQ, if approved you will receive your CSQ or Quebec selection certificate, its then when you can´t apply for PR through Quebec and federal, you need to decide either keep your federal and ignore Quebec or withdraw your federal and file a new one with Quebec, it depends on the visa post, it may be a good idea for some but for most it won´t make a big difference.
