no. they must be out of the country while the sponsorship is in process. wait times depend on the home country and how many applications are before yours.

Not sure about Sharon says. However, from what I have heard, people who can apply for PR have to have atleast one year visa in the country from the country where they apply.

WELL THEY HAVE 1 YEAR VISA FROM THE HOME COUNTRY. IT WAS ISSUED ON LAST NOV 2005 TILL NOV 2006.
I HOPE FOR THE BEST.

the application must be initiated while your parents are out of the country. they can try for visitors visas while the application is in progress - please read below...

I heard that according to the new rules, now the parents can stay with you on visitor visa until their application is processed. Is it true?
Unfortunately, this is not the case. CIC announcement states that "Citizenship and Immigration Canada (CIC) will be more flexible in issuing multiple-entry visitor visas to parents and grandparents. This will allow them to visit their families in Canada while their sponsorship applications are in process, as long as they are able to prove that they are visiting temporarily."Even if they receive a visa (which is not guaranteed), they still will have to leave after 6 months and then come again.
