  Hi, Sharong, if I am not mistaken you should be living in Vancouver, and if that is correct then hope you do not mind answering my question:

Would you please have a look at what I want and why and then recommend any places in Vancouver? Your respond will higly be appreciated..

-I want to move somewhere where there are fewer immigrants because I want my daughter to have an easy transition to be a Canadian in the future,..and I want her to speak the Canadian accent,
-I will be either doing my PHD in UBC or working inthe city center,
-I want some where where the frime rate is not high, close to the downtown or has easy tranportation opportunities,
- Of course for financial reasons I cannot afford high rentals,

you ask for a miracle.

the more affordable parts of Vancouver are also the ones that are chosen by new Canadians for the same financial reasons you have.

the west side of Vancouver is less populated by new Canadians, closest to UBC - but expensive.

anything along a transportation corridor is less expensive, has a higher population of new Canadians, for the same reasons as above.

as for crime...the farther you are away from the downtown, the safer it is. the farther you are away from skytrain... the safer it is.

so it is a matter of trade offs.
