Question: Is PR card required only for re-entering Canada by commercial carrier? If so, then can I re-enter thru Niagara by private car with just the old copy of my COPR?

Yes you need the PR card if entering via commercial carrier. If your walking across or driving in a private vehicle then you only need your COPR.
