I am an unmarried man . I am working in USA on H1B. I have my father and mother in India.I am planning to apply PR under SWcategory. Can I include them in my application to CIC Buffalo under Skilled Worker category? Or should I wait till my PR is approved and then sponsor my parents under Family category. Kindly advise.

you cannot include them in tha application. But once you get your PR and you make enough money you may sponsor them.

no you can´t, only PR can do so, and even then it takes ages...
