Hi, Iam currently in Canada on a work permit .I have applied to Buffalo , if my IA arrives before work permit expiration date , Can I apply for a open work permit rather than extending my work permit which will make me linked to only one employer and I cannot change jobs till I get my landed immigration

no. only after aip (in canda spouse class) you can apply for an open work permit.
