Landing in Quebec for a parent

Subject: Landing in Quebec for a parent
  Can anyone tell me if my mother-in-law (destination - Ontario) can land in Montreal? She passed the federal immigration only. The reason for landing in Montreal is because she travels with her daughter in law, whose destination is Montreal. They plan to travel together from far away (Philippines). Will there be any trouble for my mother-in-law in Montreal? My relatives will bring her here to Ontario by car after a few days.

I think you can only land outside Quebec, as she doesn´t have the Certificat of Selection for that province. Certainly this is the case for skilled workers and I can´t see why it would be different for parental sponsorship. Suggest she enters via a different province, esp. as she can´t provide official proof of ongoing journey to Ontario e.g. train ticket.
