Subject: Student visa refused
  Hi friends

My student visa has been refused . I have applied from Abu Dhabi UAE. and with in 2 hours they gave me the refusal letter. Infact with me there were 40 other people and 38 out of 40 were refused.

The letter I received is mentioning that application is closed*
the reason for refusal was may be I don´t return back to my country
India after completing my Degree.

By the way I?m financially very strong , have agricultural lands back to home and earn annually more 50K $ except that I have other property as well. So why they assumed that I may not return back to my home country

I wonder how come with in 2 hours they read every thing and turned down my application

My PR is also in process by the way from London.

Should i appeal?

The visa rules clearly says that you have to apply for student or work visa from your home country. In this case he applied from UAE which is not his home country.
Secondly he has applied for permanent residency to canada and then student visa. The purpose of visa is "temproary stay" which contradicts with the immigration which is a "permanent stay".No wonder the CIC refused a visa.
Thirdly one must always remember the following-"Visa is a priveledge, not a right". So if you were not given it, assume that you did something wrong and hence denied the priviledge, rather than claiming and fighting as if its your right.
I hope this helps.

By the way their is not question of contradiction between Permanent stay and temporary stay.

yes,Prakash you can get visa.
But if you are living in Dubai more than year than you can apply but you need to show strong financial in Dubai rather than india otherwise they can´t check.
I have seen couple of student here applied from country other than home country.
My wife came on visitor visa to canada here and we have applied for Immigration so there is no doubt that they don´t issue.
Its matter of luck
best luck
