PR Card,,, do I have wait for it?

Subject: PR Card,,, do I have wait for it?
I believe PR cards takes around 30 Days to proces, we might not be able to wait for it, can it be mailed to my brother in Canada and then he will mail it to me? Can I leave Canada without it? Thank you in advance.
