Hi there: The number of points awarded to you is at the discretion of the officer and the information you provided with respect to your proficiency in English. I had HRSDC approval, studied and worked in Canada...not to mention lived here for 7 years but I was still asked to do IELTS. I did it because I didn´t want my file to remain stagnant for a number of months & I did not want to get 0 points for English (Hey! you never know). Two weeks after my results were sent in I got my IA. I suggest you take the test. It´s an extra $250 down the drain but atleast you´ll have peace of mind.

You could just not send it in but why take the risk?

sim, its like this ok, a white guy born and raised in the UK is still required to give an English Proficiency Letter, if he does not give one, he is required to take an IELTS. Proficiency letters are assessed to the "Canadian Language Benchmark" 2000 series for English and "Standard Linguistiques Canadiens" 2002 series for French, if your benchmark score is way off the score you claimed in your application forms, IELTS or CELPIP is required since they cannot use the interview for language verification, got it?

its not about scores anymore sim, this may involve you with "MISREPRESENTATION". I bet you checked the high - high - high - high boxes instead of moderate boxes in your schedule 3 form under English right. Then you wrote your Proficiency letter. Find a copy of OP6 FSW Manual in CIC website, read section 10.11 titled "Integrity Concerns on Language Proficiency..." and you´ll find out what will happen to you if don´t follow this specific IELTS request from the officer.
