As far as I´ve been led to believe, the background check is where they verify that the information you provided in your application is all true.
I know it´s probably a bit more complex then that, but that seems to be what it is in it´s most simplified terms.

Hi,
There are two types of BC:
1) Your background related - this is done to make sure that all the documents and info you provided are genuine and true.
2) Security related - this is done to make sure that applicant/dependant are not involved in any espionage/sabotage/terrism related activities.
BC is done by the internal security department of Canada. This process is very confidential and needs no participation of the applicant. This process is mendatory.

When do they (the CIC) conduct the background check? is it after the medical? after the police clearance certificates have been provided to them?

CIC sends a clear letter on how to obtain PPC in it´s request for Medicals and other documents. Else also see it´s web-site

I was requested to submit background checking form after medical examination and police certificate. Does it lead to the delay of my application? I am not the principle applicant.

Well..this is a new knowledge for me...that they may send you a background checking form after medical examination and police certficates. It definitely will slow the process for at least few weeks. Anybody alse received this form like "beauflying" ??

Do you mean to sat that the background check is done before the medical and medical is the last before the visa is issued.

Mike,
To be precise, BC is INITIATED either after the successful interview or interview waiver.
The time of BC is dependant upon what other countries you lived and wether or not those countries are politically instable, involved in war, etc. Usually, BC can take anywhere from 2 months to well over a year.
