you have to check with a lawyer or search through CIC website
http://www.cic.gc.ca/

but as far as I know, you can own a business but you will need a working permit to work at your business.

owning a bsiness in Canada has to do with tax and corporate law not immigration.
A resident of Canada (permanent or Temporary) can own a business.
Working for that business is a whole different issue.
