LA interview cleared

Visa officer called me about 9:30 and asked for educational certificates, FBI report, Bank statement and status in the US (H1B) no other documents. I also gave her my present Employment letter.
She asked me what was my position in XXX Company (previous employment - 6 years ago). I told her my position (she didn?t ask me job responsibilities).
Finally she told me that she is satisfied and need 3 more doc.
1. Right of landing fee(RPRF)
2. Original police certificate from Bangladesh
3. Completed medical examination report
Altogether it took max 15 minutes.

Came out from the interview and paid RPRF fee.

QUESTIONS:
(1) I did my medical in 21 February 2006, why LA doesn?t have the report?
How long it takes to get the report from Ottawa to LA?
(2) I was surprised when she asked for Bangladesh police certificate, because when I applied in 2004, it was clearly stated that citizen of Bangladesh don?t need a police report.
What happened the rules have changed?
(3) I just got CAIPS notes :

Why it?s taking so long time to check background? Is it normal?

LA should have had your medical reports by now. I really think you could have brought up these questions when the cic officer asked you for these things. But, I know that can be easier said than done, because sometimes your so caught up in the moment ,and perhaps nervous, and forget what to ask until later.
I don´t know about the Bangladeshi PCC, but perhaps you can write CIC and find out? Also, contact Ottowa to find out if they ever even got your medicals from the physician in the first place.

Hi IDO,
I mentioned that I have done my medical and she replied that it takes 3-4 months to get the report from Ottawa
