Hi to you all,
My concerns are as follows:
1) Can I sponsor my wife as permanent resident?
2) Is there any difference when sponsoring as canadian citizen or as permanent resident?
3)Processing time when sponsoring spouse from abroad?

You can sponsor your spouse from abroad. Processing times are found on the right hand side of CIC main web page. WAY FASTER OUTSIDE THEN INLAND.

1) yes you may if you are a PR or Citizen
2) PR must stay in canada during the process however citizens may live outside of canada during the process
3) outside sponsorship is much faster however the exact time depends upon the country and visa office (example, delhi india is one of the fastest processing centers at this time with most outside spousals approved with visa stamp within 2 to max 3 months)
