Where to submit immigration application?

Subject: Where to submit immigration application?
  Hello everyone,
My sister is studying in UK, She´s a Chinese and holding a UK student Visa. She´s planning to immigrate to Canada, but she´s not sure whether she can apply from UK.

From the website(see below), it seems my sister has to apply from China, am I correct?

Who may submit an application for permanent residence (immigration) to the visa office in London?

Since May 1st, 2003, applications for permanent residence must be made to the immigration office that serves :

either the applicant??s country of nationality or, if stateless, the country of habitual residence,

or the country where the applicant is residing and has been lawfully admitted for at least one year.

The office in London is responsible for applications for permanent residence from the following countries and territories: Bahrain, Denmark, Channel Islands, Faroes, Finland, Greenland, Iceland, Ireland, Isle of Man, Kuwait, Norway, Oman, Qatar, Saudi Arabia, Sweden, United Arab Emirates, United Kingdom and Yemen.

My sister has been in UK for 18 months. So she qualifies this one - "or the country where the applicant is residing and has been lawfully admitted for at least one year."

But what really confuses me is the sentence below:
"The office in London is responsible for applications for permanent residence from the following countries and territories: Bahrain, Denmark, ..."

Does it mean Canada high commission in UK only handles the application of people from these countries only?

well, people residing in those countries (listed there in your post) send their immigration apllications to London. Your sister also qualifies for submission to London office. People in Bahrain and so on can not submit immigration applications to canadian offices in their own countries but need to send to the London office. That is what that statement actually means. So tell your sis to simply send it to the London office and wait.
