Is it possible to make CAIPS notes from outside Canada, by going online and paying through the use of credit card? Please give me some advice.

Unfortunately, no. The caips notes are sent to an address IN Canada only.

Whereas these notes may include a concern of agent looking over the file - it is not conclusive in what might be asked in the interview.
I´d suggest take it easy and relax. Go over your application completely to make sure you speak what you application says.
Basically; interview is what - they just want see that you are confident about who you are and excited about your possible immigration to Canada.
