Subject: pr card
  I have been searching this site and come across some info regarding pr cards and am hoping someone can give me some definite information.

I am currently outside of canada. Landed there with my papers back in July 2001. I have not been ersident in the country the full 2 years out of 5 but not far of it. My problem lies in that i want to return and have no pr card.

Can someone tell me if the following is possible.

Could i have the forms mailed to an address in canada and then have someone forward them on to me in ireland. Fill them out using the same address in canada as my place of residence, post them back to my address in canada and have a friend mail them from within canada to the consulate where the cards get processed.

Do the office expect you to come in and collect your card in person or do they mail it out to the address you provided as place of residence.

if they mail it out i was hoping that it could then be forwarded on to me by my friend to me in ireland.

If this is the case would i be right in thinking that i could use it to go back to canada and get in pretty much hassle free because they would think that i would have to have had the card when i left canada.

Technically you have to reapply; but if have been working with a company (outside canada) that has office/branch in canada you have a chance, I would suggest consult some good immigration lawyer to discuss this.

There is another way! Being Irish you can fly to the states and drive across the border with your IMM 1000.

Yes they require you to come in and pick your PR card in person.

The forms are on the Internet www.cic.gc.ca main page or click on applications and forms then in Canada.

Understand that the reason for the PR card is American fears re-9/11 The card is a better security format then the older IMM 1000 and really only people who are from countries that require a Canadian Visitor Visa to visit Canada really needs the card. The airlines will not allow them to board the plane without one otherwise they get stuck with removal costs.

Its an issue for the airlines because with moderen photo copiers people were changing the older IMM 1000. Better security.

You need to read IRPA section 28 and the regulations to see the other reasons that allow you to be outside of Canada too long. Plus the regulations.

The old act required them to prove that you abandoned Canada as your country of permanent residents.

Now they have to prove that you were not physically present in Canada which an even tougher thing for them to prove for someone that can fly to Canada without a CVV or to the states and drive across the border.

Are we saying that if i went to get on a plane in ireland to fly to canada and they opened my passport and seen the old IMM 1000 that they probably wouldn´t let me on the plane?

Also with regards them asking how long have i been in canada in the past 5 years i assume they would not be convinced if i said 2 out of 5?

Also is it then incorrect what i have read in that some people have had there PR cards mailed to them to a Canadian address and then forwarded on to them outside of canada so that they could then use them to get back in?

What Roy says is your best option. Fly to the US and then drive across with the IMM 1000. Travel light, once you have obtained your new PR card you can fly back to Ireland and return to Canada with all your property.

The other option is to re-apply for PR status and wait in the queue with everyone else.
