I am from south Africa and working permanently in GHANA. Where should I submit my initial application?. If I send my application to South Africa, later can I transfer it to Ghana?

Regulation 11 allows you to submit it in either location but it depends if you will get an interview as well. Processing times for ACCRA are 52-58 months and Pretoria 33-56 Months

If you can obtain employment I recommend a Provincial Nominne Program based on the province and your educational skills. Accra has not even had twn in the last 12 months but Pretoria complete half of all applications for PNP in six months.
