If CIC requests for Additional medicals, which office will notify? Does Ottawa notify me or the Buffalo?

If they request for additional medicals you have a problem and which office requests should not be your concern.

Yes I had a medical problem. They may ask me additional medicals which is understood. It matters to me about which office asks for additional meds as I am changing home address sooner. I will be notifying Buffalo about the address change. If Ottawa does not look for the current address and sends the additional med request, I have problem. So anyone have idea which office sends the request?

additional medical is requested by Ottawa and to be sent to Ottawa too.

I think you should notify the visa post to which you submit your application. They would update your records and Ottawa and the visa office should use the update address
