Hi,
I am living in U.S.A now and seeking immigration to Canada. I have two questions right now. I would appreciate if someone can give me advices.
1. Which visa office should I submit my application? I saw many people submit their application to Buffalo. But there are posts here saying that the applications might be transferred to Los Angeles and the process is slow there.
2.Do I need to get a police certificate in U.S.A now or after visa office ask me to in the future?
This is from Buffalo websit (updated 2005-03-04):
Do not request a police certificate from Hong Kong, the United States or Canada until you are instructed to do so by a visa office.Further instructions for obtaining the police certificate from these authorities will be sent to you if one is required.
while this is from form IMM 7048 E (12-2004):
Do not request a police certificate from Hong Kong or Canada until you are instructed to do so by a visa office. Further
instructions for obtaining a police certificate of no record from these authorities will be sent to you along
with your assessment letter from the Regional Program Centre (Buffalo) and medical forms.
which one is correct?

2. Who knows which is correct. If the police certificates are required, your application will be returned to you without processing for you to obtain certificates. I sent my certificares with my application last October and CIC said nothing. You could also call a visa office.

Above is not quite correct for item #2. You can do FBI report at application time or wait for CIC to ask you to do them. Since it takes more than a year until CIC is ready to finish processing your application, and since the FBI report is valid for only 1 year, I would wait until you´re asked for the report. That´s what I did and it is working out accordingly.
