Subject: Super stressed and confused RCMP!!! HELP
  Here is my case

I left my home country to study in Canada for 6 years till now ever since I am 17 years old. Now my BF is sponsoring me as common-law partner. We decided to apply outside of Canada where my nationality is (because it is a lot faster comparing inland applications and also I know I can apply through buffalo as well, but I may travel back to my home country during my application,so finally we chose apply through my nationality country)

I don´t need a PCC from my home country since I left there since 17 years old. And for sure I need one from RCMP Canada. Hope you got a full picture of my case, now here are my questions:

1. I found a local fingerprint office in toronto to do fingerprints, and today I went there, they insisted that I need to direct RCMP to send my PCC to CPC-Mississauga. Their reason is that all my file and sponsor´s as a whole kit is going to be sent to CPC-M, then that is where my PCC should go. (btw, it is the islington/bloor one, they were so mean to me making me feel like I don´t even know where I should send my case) But by my understanding, yes, we need to send all file to CPC-M, but CPC-M is just looking after my sponsor´eligibility and if there is missing files, after that CPC-M is going to forward my file to my nationality country, so I think in the letter I should direct RCMP to send my PCC to my home country visa office. Plz give me a sure answer...?

2. or Should I just direct RCMP to send directly to me since I did
not submit my file yet therefore no file number what so ever.

3. another thing is if I submit my application to CPC-M first without PCC from RCMP (since heard it takes real long), is CPC-M going to return my application back due to missing document or just put it on hold at CPC-M till RCMP send them something then forward it to my home visa office (in case they prove sponsor of course), or CPC-M may process my case and if sponsor approved, my case will be forwarded to my home visa office and let my home visa office wait for my PCC in case it is not ready yet (very likely). plus, in the last case, Should I just direct RCMP send my PCC directly to my home visa office, or my self, and i send to my home office directly....

4. One last question, from the fingerprint place, I got an evenlope which has been sealed, precisely glued tight by a worker´s tongue.. does it mean I can not open the evenlope and have to send this evenlope to RCMP ottawa??? More strange this evenlope is addressed to CPC-M....It is all messed up, I almost fainted today at the office

As you can tell from my questions, I so confused and stressed extremly frustrated.... Help, please....

Normally you can view the results before sending them off, but not sure in your case though.

You CANNOT view the results before you send them. This would comprimise the legitimacy of the results. You should send your RCMP fingerprints results to where you application is. If the envelope is addressed to CPC-M, then send it there.

thank you for the answer, But I still think it should be addressed to my home country embassy,(it the fingerprint ppl thinks so, I don;t think they represent RCMP) plus I know so many people direct RCMP to send PCC to themselves and they send pcc to visa offices....

Admittedly the best thing that you can do at this point in time is to call the CIC Call Centre and ask them where the results of your fingerprint/RCMP check should be sent. Someone from CIC would most likely have a bit of a better idea as to what needs to be done.

Another thing you may want to consider is possibly getting your fingerprints redone, since I´m not exactly sure if unsealing the envelope would invalidate the prints you already have. I´d recommend contacting your local police (you should be able to find a non-emergency contact number for them in the phone book) and ask them how you can obtain fingerprints for immigration purposes. I know that I had no problem getting mine done by the OPP when I needed to get my check done by the FBI.

thanks mel, I did call CIC call centre, they said I should have RCMP send my pcc to CPC-Mississauga, because they won´t forward to else where if one necessary document missing, BUT, I email my own visa office they reply they don´t need pcc from rcmp up-front, maybe require later while processing my application...

My final guess is does not matter where I ask RCMP send my PCC to as long as it gets to my visa office when they need to see, it should be fine. either I mail it to by myself,or CPC-M forward to them, or they gets in mail directly from RCMP. So just to be on the safe side, I may get my fingerprint redone and sent to RCMP and ask RCMP send to myself address for future needs... what do you think, I should be fine.

As for what you should do, I´d send in your application to CPC-Mississagua without the PCC from the RCMP. If they need the PCC before they´ll approve the sponsorship application and forward your application to the proper visa office, then you can send in your fingerprints to the RCMP and have the results sent to Mississagua. The reason I´d go this route is because there is a chance that Mississagua may simply approve and forward your application without the RCMP PCC and if they don´t you´ll atleast (hopefully) have a file number to include on the fingerprints form to ensure that the results of the check make it into your application file. Admittedly this may result in a slight delay of your PR application, but given how,according to the RCMP site, the current processing time for criminal record checks is "in excess of a 150-days" it´d be better be 100% positive that the results get sent to the proper place rather than having them sent to the wrong place and needing to get the check redone.

Either way, as I said before, you´ll probably want to seriously consider getting the your prints redone before you send them to the RCMP. And I´d probably get atleast 2 sets made up (when I had mine done by the Waterloo Regional OPP I had to pay a flat fee and they did 3 sets of fingerprints for me) and then, if you want, you can send in one of the sets to the RCMP for the criminal check and have the results mailed directly to you. The remaining set you can hold onto until either a) CIC requests that you obtain a PCC certificate from the RCMP [once they request the PCC then you send in the prints to RCMP] or b) you know for sure that your PR application has been recieved by the Visa Office in your country of nationality [once you receive your confirmation of receipt from the visa office in the country that will process your PR application then you send in the prints to the RCMP and have the results forwarded directly the office that is handling your application]. In either situation, you´d want to be sure to include a file number (assuming you´ve been assigned one) in order to ensure that the results are received and put with your application.
