Dimitry:

My wife says that for a person to be eligible for unemployment, she/he has to be workig for an established period of time first, then he/she is eligible for unemployment compensation.

However, Sharon is an active participant in the Canadiana labor market and she might be able to provide you with more details.

unemployment insurance. (in reply to: Collecting Unemployment having PR)
Unemployment insurance is a self-funded program. when you work in Canada, a portion of your paycheque goes into a EI fund. The employer also pays into that fund at the same time. You must work a certain number of weeks before you are entitled to draw money from that fund. There is a waiting period, and a time limit for how many weeks you can draw assistance. The reason you are out of work also affects whether you can collect. The payment is a portion of your earnings (not very much.

To answer your question...No, you are on your own. That is the purpose of your settlement money. It is to keep you afloat until you find work and get the paycheques coming in.
