Since you´re in Canada, it would be fairly easy to order your CAIPS notes. They might show something, though some people say they´re not really useful before you get your IA.

I can imagine your frustration. I feel bad that I have the same timline as yours and have applied in Buffalo and now waiting for PPR. The only difference is that my file got transferred to NY. What I have heard and belive is that Buffalo is really running low on resources to finalize the applications, all you need to do is just be little patient. Also, I will not be surprized to hear that twenty percent of the staff at Buffalo could be on summer vacation.
