How to avoid returning of documents?

Subject: How to avoid returning of documents?
  Hi

I and my spouse both stay in USA with F1 visa. My spouse is the principal applicant. We sent our documents to Canadian consulate at Buffalo approx 3 months ago. We got our documents returned from the consulate after 1 month of sending. The reason was that my spouse did not provide the copy of his I-20. But it was not written in the checklist that we have to provide copy of his I-20. We resend the documents again with the I-20. They returned it again as we did not chose a place in Canada where we want to settle. Actually we were not sure about it. So we gave there "Not yet decided".
We chose a place in Canada to stay and again sent it.But we are worried that they may send it back to us again for some other reason. We are wondering whether there is any specific rules that we need to follow to avoid the returning of docuemnts. We followed the checklist provided in the immigration website each time. But it seems that all things are not written in the checklist.In this way our process is delaying.
Is there anybody who can give me some advice so that we can avoid the returning of documents?

i was reading something about the consulate returning someone´s application because some envelopes were opened...(?) just be careful and open only the documents they ask you to. I´m not too sure which documents you must take out of envelopes before you send them tho...anybody wanna shed some light on this for us? Sharon? Billy? reality Bites? anyone?

Thanks Shane for ur reply.
I sent all transcripts in university sealed envelop. But they also sent us an instruction sheet with other documents where they underline the following line:
"Open all envelopes including transcripts, police certificates, etc".
But in the checklist it was written that we must submit transcripts in university sealed envelopes.
We corrected the two other errors i ststed in my first post. But did not open the sealed envelopes. Probably they will return this time for not opening the envelop.
I am really confused!!!
